I have verified the functional document, It is saying that more than one year. The below is the description from functional document in the Justification .
==============================================================================
Justification:
There is a requirement to distribute a cost which occurs over more than 1 year. This is to ensure that the cost is matched to the periods in which the benefit is received. In Germany, this distribution is required by law.

Example:

A subscription for a journal is invoiced and paid in 2009 (€ 200). The subscription is for 2 years (2010 and 2011). So the delivery of the journal is in 2010/11.

===========================================================================
But in the same functional document in the Technical requirements saying that the distance between "Period from" and "Period to" must be 0 or 1 year. (else => error) .Please refer the 4th point on in the same functional document in technical requirements

Technical Requirements:
Plausibility checks:

   1. "Period from" <= "Period to"
   2. The distance between "Actual period" and "Period from" is 0 or 1. (else => error)
   3. If transitory, the distance between "Period from" and "Period to" could be more then 1 year.
   4. If anticipatory, the distance between "Period from" and "Period to" must be 0 or 1 year. (else => error)

=============================================================================

Please confirm whether this issue is valid or invalid.

4) If anticipatory, the distance between "Period from" and "Period to" must be 0 or 1 year. (else => error) -->

The point says this rule applies only for anticipatory and not for transitory.

If you have any doubt with the functional please check with Richard for the same.
