0035516: The background process are executed on an incorrect hour after the change of the time on the server (summer time)

Description

After the day that the time is change - from summer time to winter time or viceversa- the background processes are executed with an hour of difference.

Changing the next_fire_time to null resolves the problem.

Steps To Reproduce

Having a background process being executed every day at the same time, change while the application is runing and after the first execution the time one hour later.
Check that after the changes the process is executed one hour after scheduled time.
