0031170: The legacy module depends on a previous release of import data module

DescriptionIt is not possible to use the last release of import data module becuase the legacy module depends on the 1.0.0 release
Steps To Reproduce-Try o upate import data module to the last release having legacy module installed.

Fixed bug 31170: Dependency to Import Data module set to none

Removed piece of code in ReportInvoiceDiscount.java which creates a conflict with the resolution of 0030694.
Note that it's not a problem since this report is actually not used (no references in menu)
