Fixed bug 31170: Dependency to Import Data module set to none

Removed piece of code in ReportInvoiceDiscount.java which creates a conflict with the resolution of 0030694.
Note that it's not a problem since this report is actually not used (no references in menu)

Fix available in Legacy features no longer available in Core 1.0.6

Verified that the last version of Import Data module can be installed with legacy module 1.0.6
