Summary 0048976: Improve error when accessing to the Swagger Doc with a non authorized role

Steps To Reproduce 1) Configure a role with "Restrict backend access" field set as true
2) Set the role configured in step 1) as the default role for a user
3) Try to access to the swagger doc page: <environment_url>/api with the user configured in step 2). An error is displayed but it should be improved to inform about the reason which makes not possible to access.

2) Set the role configured in step 1) as the default role for a user
3) Try to access to the swagger doc page: <environment_url>/api with the user configured in step 2). An error is displayed but it should be improved to inform about the reason which makes not possible to access.

Steps To Reproduce 1) Configure a role with "Restrict backend access" field set as true
2) Set the role configured in step 1) as the default role for a user
3) Try to access to the swagger doc page: <environment_url>/api with the user configured in step 2). An error is displayed, this is correct because the user should no have access, but the error message should be improved to inform about the reason which makes not possible to access.
