0004717: Ability to complete a Requisition without lines without an error message

DescriptionThe system allows you to complete a Requisition without any lines.
This is a bug because when you try to complete a Sales Order without
any lines there is an error message.
Once completed I don't see a button to reverse the status.

You get an error when trying to create an Purchase Order.
