DescriptionDiscount category field should be shown for all the discretionary (manual) discount types in Discounts and Promotions window. Some examples:

Variable Discount per Total Amount
Fixed Percentage per Total Amount
Fixed Discount per Total Amount
Variable Percentage Discount per Total Amount
Steps To ReproduceInstall the Discount rules for Retail by total module

In the backoffice:
   Create a new record in Discounts and Promotions window
   Set Variable Discount per Total Amount in Discount/Promotion Type
   Check the Discount Category field is not shown in Form view

Fixed issue 41609: Discount category field should be shown for all the
discretionary (manual) discount types in Discounts and Promotions window

- Include "Discount per total Amount" rule into display logic of Discount

 The offertype id is not correct. With this change, now the discount category combo is shown for normal by total discounts. This id should be removed, and instead, the ids of the following four discount types should be added:

Variable Discount per Total Amount
Fixed Percentage per Total Amount
Fixed Discount per Total Amount
Variable Percentage Discount per Total Amount
