0037937: Free product per total amount discount is not applied if the product is not included in the default filters

Description

This issue is related to org.openbravo.retail.discounts.bytotal but the problem is a design defect in the discounts infrastructure that doesn't allow the filters to be extended.

Using the Free product per total amount discount there is a new tab to add the free product. If the free product is not included in the default filter (product category tab, product tab...), the discount will not be applied.

Steps To Reproduce

-Login into ERP using The white valley Group Role

-Go to Discount and Promotions window and create the discount Free Product per Total Amount.
    Organization : *
    Included Product Categories * : Only those defined
    Total receipt : 50

-Go to product category tab and create one record:
    Product category: Backpacks & Travel

-Go to free product tab and create two records:
    Product: Baby carrier that has product category = Backpacks & Travel and Active flag = 'Y'
    Product: Alpine poles that has product category = ski and Active flag = 'Y'

-Login into WEB POS
    Press browse button & category Backpacks&Travel
    Select one product which price is more than 50.
    Select the free product Baby carrier, it has the free product discount, it is correct.
    Select the free product Alpine poles, it doesn't have the free product discount because the product category is different than Backpacks & Travel, it is incorrect
