0031337: It would be fine to be able to define process plan operations with fixed duration (estimated time)

DescriptionIt would be fine to be able to define process plan operations with fixed duration, in order the quantities not to affect the calculation of the estimated time in a work requirement and work effort
Steps To ReproduceAs group admin role:
   Create a Process Plan, Version and Operation
   Set an estimated time
   Add one unit of a product to be produced on it
   Create a work requirement for that process plan and set more than one unit in Quantity field
   Check the Estimated Time has been calculated based on the quantity
   Change it
   Create a Work Effort from it, change the completed quantity and validate it
   The Estimated Time has been changed accordingly
