0031298: It would be fine if a warehouse could not be mandatory in order to create orders

DescriptionIt would be fine if a warehouse could not be mandatory in order to create orders. There could be some customers that do not use warehouse movements but use orders and invoices
Steps To ReproduceAs group admin role:
   Create a Sales Order and check the Warehouse field is mandatory
