0028373: Change the insert of attachment from xsql to Dal

DescriptionChange the insert of attachment from xsql to Dal.
This will allow creating eventhanlder to extend the functionallity.
Steps To Reproduce-When adding an attachment the insert on the c_file table is done using xsql.
