0026360: Anomalies in withholding tax report

Description

Withholding tax report has some problems:
1. Company registered names and tax data are not retrieved consistently (part from client, part from organizations randomly)
2. Multiple legal organizations are not supported
3. The city name "Milano" is hard-coded in the report
4. There is no way to know if reports have been generated (no traces of report generation)
5. It is not possible to set the generation date

Steps To Reproduce

1. In case of more organizations, you can check that address and VAT code are randomly get from one of them
2. In case of more legal organizations, you can check there is no way to distinguish reports by organization
3. City name "Milano" is always printed on the report regardless of the legal address of the company
4. A CRUD window where to enter data to generate the report is missing
5. Date is always set to the current system date
