0024945: When adding a tax rate to a document line the date used should be configurable

Description

When adding a tax rate to a document line the date used should be configurable: order date, shipment date, invoice date... Currently, when creating an invoice from an order the tax rate is copied from it.

Steps To Reproduce

As group admin role:
   Create a Sales Order
   Check the Tax Rate added to the line
   Create a similar Tax Rate with a later Valid From date
   Create a Goods Shipment from it with a date later than this valid from date
   Create a Sales Invoice from it with the same date
   Notice that the Tax Rate in the Invoice line is copied from the Sales Order
