0024136: New sessions when system is being rebuilt

DescriptionCurrently when the system is being rebuilt, new logins as System Administrator are allowed.

This can potentially cause problems.

Install a new module
Rebuild the system
While the system is being rebuilt, login a new session
Proposed SolutionThis flow should be reviewed, checking in which cases new logins should be allowed and in which not.
