0023010: [KB] Inconsistent assignment of keyboard shortcuts to button

DescriptionIn a window with a master details pattern, master level action buttons can be displayed both when the focus is on the master and the details.

This means that the same button is shown in different contexts, with different other buttons next to it.

Because keyboard shortcuts are assigned dynamically, this means that the same button could have different shortcuts depending on the context.

For example:
In the Financial Account window, when the focus is on the header the Add Transaction button can be access with CTRL+ALT+SHIFT+A; when the focus is at line level, the button is accessed with CTRL+ALT+SHIFT+T.

This is very confusing for users.
Steps To ReproduceOpen the Financial Account window and look at the button at header and line level.
Proposed SolutionAssign the keyboard shortcuts to all the button in a window when the window is opened, rather than when the focus is changed to the tab containing the button.
