0018790: it is not possible open the accounts selector if the role has not permission to window "budget"

DescriptionIf you have a role and this role has permissions to General Ledger Report, but this role has not permission to budget window, if you try to open account selector in General Ledger Report, an error is returned
Steps To Reproduce. create new role with permission to General Ledger Report
. go to report and open the account selector
