0018057: When form opens the form first scrolls down and then up

DescriptionWhen opening a form, the form first scrolls down and sets focus correctly. It seems that initially the focus is on the last section item before it is restored.
Steps To ReproduceOpen a form for the first time after refreshing the browser.
