0016991: The permissions on the tables on windows should be managed on role level

DescriptionThe permissions on the tables on windows should be managed on role level.
For example deletable is defined on table but will good to be able to define on role level.
The same about uipatern on the tab. You can defined to don't allow inserting or deleting.
This also should be managed on role level.
