0016888: Need fund transfer functionality

DescriptionThe ability to transfer funds from one financial account to another is lost in 3.0 and needs to be re-introduced.

There is a work around involving the use of two transactions (issue towards a GL item and receive from that GL item) but it is too time consuming for end users.
