when comma is used as decimal separator, system wrong identifies decimal qty in Goods receipt window

Steps To Reproduce

Note: Comma is used as decimal separator

1) create and complete a purchase order with below details

     Bp: mc givers
     Product: Hammer
     Qty:11,2

2) Navigate to Goods Receipt Window
click new and select
     Bp: Mc Givers

3)Then click "Create Lines From" button

4)In the "Create Lines From" window
         Select the above created order id

5) Verify the order details appears in the grid

        Quantity: 11,2
        product: Hammer

6) in the grid table, select the line item and also
         select the warehouse details

7) Then click "OK" button

8) "Process completed successfully" message appears in the header tab

9) Navigate back to Lines tab and verify the line item details,

Error: Movement qty field wrongly assigned with value "112" instead of "11,2"
