0015158: Modules can contain Datasets and not have the "has reference data" flag checked

Description

Modules can contain Datasets and not have the "has reference data" flag checked. When installing this module, the information contained in the Dataset is not imported/importable (depending on the data access level), even thou the dataset itself is imported.

Steps To Reproduce

- Create a module, leave it's "Has reference data" flag unchecked
- Create a Dataset associated with that module, and put some data in there (I used an ad_sequence row, but this should be irrelevant).
- Export the dataset
- ant export.database
- ant package.module
- install the packaged module on another OB instance
- The dataset itself is imported, but the data is nowhere to be found. It is not imported automatically if data access level is system, nor is it available on initial client setup or enterprise module management.

Proposed Solution

A warning/error should be thorwn during ant package.module or ant export.database if a module has a dataset and the "has reference data" is not checked.
