0013577: New CR: Updates available info not correct

Description

This is the scenario:
1. MP18 instance
2. You install "Provincias para españa 1.0.2"
3. You install SPL 1.3.0 (Note that this version does not include Provincias para españa module since taxes module didn't depend on that module at that moment)
4. Scan for updates.

Expected results:
- Update for "Provincias para españa 1.0.2", the update available version is 1.0.4
- Update for SLP 1.3.0, the update availabe version is 1.4.3

But the result is that only shows you updates available for SLP.

Note that "Provincias para españa 1.0.4" is included in the SLP 1.4.3 and finally everything works fine becaue it updates the module "Provincias para españa 1.0.2" to 1.0.4

Steps To Reproduce

1. Having MP18
2. Install "Provincias para españa 1.0.2"
3. Install SLP 1.3.0

Scan for updates
