0011744: It is not possible to delete "never opened" periods

DescriptionI created accidentally 12 standard-periods in a new year (fiscal calendar). When I tried to delete these periods I was notified that they are linked to the period-control-items in my organization. These period-control-items cannot be deleted although there state is "never opened" and should be riskfree therefore.
