0011690: Bug in filter balance report with Organization level is parent or *

DescriptionHi all,
Based on demo online database, we have 3 organization
- Parent or *
- California
- Connecticut
I created one more balance sheet with organization is *. Then, I run this report with organization is *. Unfortunately, I cannot select any value on the year field. In the contrary, If i select organization value either California or Connecticut. I could obviously select year and reference year as well and my report is run perfectly.
