0006590: create.database does not use new dal sampledata files

Descriptioncreate.database task is not using the new dal tasks to import sample.data, it is using the old one instead.
Steps To Reproducecreate.database -Dapply.on.create=true -> It uses the old xml files instead the ones in referencedata
