0008481: Sales order can be created for Inactive expense sheet

Description

Create an expense sheet with Inactive status.Create sales order for that expense. We are able to create sales order for that.

Steps To Reproduce

# Login as Openbravo/openbravo and Change the role to Openbravo Admin
# Go to Project & Service Management->Transactions->Expense Sheet
# Click New and fill:

    * Description: Expenses Consultancy
    * Employee: John Moneymaker
Uncheck the checkmark of Active checkbox.

# Go to Lines tab.
# Click New and fill:

    * Reinvoincing: Y
    * Product: Service A
    * Quantity: 1
      Project: sca - Service Project for Customer A

Check that:

    * UOM: Day
    * Business Partner: McGiver Supplies

# Go back to Header tab.
# Click on Process Expenses button.

Go to Project & Service Management->Transactions->Create Sales Orders from Expenses.

# Edit:

    * Customer: McGiver Supplies
    * Date Ordered: 07-04-2009
    * Tick Complete and Process Sales Orders automatically check box (checked).

# Click on Process button.

Sales order has been created for the expense sheet even though the status is inactive.

Proposed Solution

Since the expense sheet is inactive, sales order should not be created for that.
