0007270: Import accounts does not import element level on postgresql

DescriptionElement level information is not imported from the chart of accounts on initial client setup.

Steps To Reproduce1. Create a new client with chart of accounts on postgresql
2. Go to database and see the elementlevel column (it contains an empty string)
