0006922: Error in the initial acctouting entry process (in period window)

Description

When creating the closing and opening entry in the general ledger using the process button in the calendar-year windows, the process doesn´t create the entry correctly, because there are some entries of the fact_acct table that are not taken into account due to an error in the sql query that selects the entries. (see CreateRegFactAcct_data.xsql file).
This error cause a very important error in p&l and balance of the customer, because results are not correct.

What we expect about the resolution of this issue is:
1. fix the bug
2. why it has occurred, because we could have many customers with the same problem
3. how to regularize the accounting situation in customers with
3.1 two different accounting plans 2007, 2008 with opening, closing and regularization made, and also with all the accounting information delivered to the government
3.2 fiscal implications of these error: how a customer should register these differences in the accounting. Imagine the case that the customer has not presented the real losses or benefits during the fiscal year due to this error. How can we explain them what has happened, and to solve ....

So, in the end, we expect not only the fix for the bug.
