0006395: Inpossible to create a new document on Postgresql

Description

Happens on branches/r2.40

It is not possible to create a new document on postgresql as there are couple of to_number calls missing in
src/org/openbravo/erpCommon/utility/DocumentNo_data.xsql

Steps To Reproduce

Try to create a new document, Sales Order for example and save it.
