0051486: Payment limit validation is not taken into account for safeboxes on initial count

Description

When safeboxes are configured and an initial count is processed, if there is configured a payment method difference limit it is not going to be taken into account in order to show an approval.

Steps To Reproduce

1. Configure a difference limit payment for cash
2. Configure safeboxes
3. Process a cashup on that terminal by keeping cash with a grater amount than limit configured
4. Open the terminal again
5. On count type an amount smaller that the configured limit on cash payment
6. See how the approval is not being shown
