0004970: ant installWebService fails when Tomcat is not started

Description

The ant task installWebService needs Tomcat to be started. When it's not started, it should explain in a clear message what the problem is.

Currently, it says:
     [java] Exception: AxisFault
     [java] faultCode: {http://schemas.xmlsoap.org/soap/envelope/}Server.userException [^]
     [java] faultSubcode:
     [java] faultString: java.net.ConnectException: Connection refused
