0044997: missplaced "Cluster Instance" menu entry

DescriptionCluster Instance menu entry is wrongly placed in the root.
Steps To Reproduce1. Login as System Admin
2. Check menu
  -> Cluster Instance entry is in the root
Proposed SolutionMove it to General Setup > Cluster folder

Fixes ISSUE-44997: Move "Cluster instance" menu entry to "Cluster" subfolder

Cluster instance menu entry was wrongly placed in the root, so it has
been moved to "General Setup > Cluster" folder.
