0042927: [20Q1] [NewSkin] Sometimes the scroll menu does not work as expected

Description

The scroll in the top left menu sometimes does not respond to the normal scroll, although it does not seem to have a clear pattern since repeating the same action usually works as expected

Steps To Reproduce
