0041386: [19Q3] [Loyalty] Start day for a new loyalty program should be today by default

Description

In current version, the start day is blank, making more difficult to create a new record.

Steps To Reproduce

1. In the Loyalty Program window, create a new record in form.
2. Notice the field Start Date, which is mandatory and has no value by default.
