0040188: Some db colums shouldn't be mandatory

Description

The columns 'obposPrepaymentlimitamt' and 'obposPrepaymentlaylimitamt' in the c_order shouldn't be NOT NULL columns. This causes a severe performance issue when doing an upgrade.
Those columns shouldn't also have a default value.
