Cannot select any value in Tax Report Launcher window fields if the role does not have access to the OBTL_SE_TaxLauncher form

Steps To Reproduce

As system admin role:
   Install a module that includes a report to be launched from the Tax report launcher window. For example, Withholding Report: Modelo 190 (Spain)
As group admin role:
   Go to Enterprise Module Management window and apply the required datasets
   Go to Tax Report Launcher and select the organization in which the dataset was applied
   Check you can select a value in the Report field
   Remove the record associated to the OBTL_SE_TaxLauncher form from the Role - Form Access tab to the role you are logged in with
   Log out and log in
   Go to Tax Report Launcher and select the organization in which the dataset was applied
   Check you cannot select a value in the Report field
   The log shows:
      WARN org.openbravo.module.taxreportlauncher.erpCommon.ad_callouts.OBTL_SE_TaxLauncher - Role (...) tried to access ungranted resource with ID 70434A7709864541ACC8E15FEF20905D
