0030911: [UX] Unneeded big gap in the bottom of SEARCH scroll list

Description

In the bottom of the scrollable area of the SEARCH panel, there is an unneeded gap

This gap is for messages, but it should not exist when no message is being shown.

This gap already existed in the past, but in the latest build its size has increased.
