0030675: Enable the " 'Apply Next Discount/Promotion'" flag for discretionary discounts

DescriptionRight now discretionary discounts does not use the 'Apply Next Discount/Promotion' flag, so if you want to overwride previously applied discounts the user must
use the "override existing promotions" check obx when applying the discount.
