Proposed SolutionBelow new tax rates need to be created:

Arrendamientos 0% - 19%R (pagos) - same setup as Arrendamientos 0% - 19,5%R (pagos)
Arrendamientos 21% -19%R (pagos) - same setup as Arrendamientos 21% - 19,5%R (pagos)

Arrendamientos 0% - 19%R (cobros) - same setup as Arrendamientos 0% - 19,5%R (cobros)
Arrendamientos 21% -19%R (cobros) - same setup as Arrendamientos 210% - 19,5%R (cobros)

Arrendamientos en Navarra 21% - 19%R (pagos) - same setup as Arrendamientos en Navarra 21% -20%R (pagos)

Arrendamientos en Guipuzcoa 21% - 19%R (pagos) - same setup as Arrendamientos en Guipúzcoa 21% -10%R (pagos)

Arrendamientos en Canarias 7% -19%R (pagos) - same setup as Arrendamientos en Canarias 7% -21%R (pagos)

but valid from date (01-01-2016) and withholding tax rate that decreased to 19%
