Description7) new tax rate: "Adquisiciones no sujetas", see configuration details in the excel sheet attached.

this one requires a new tax category to be created named "No sujeto Bienes"

Fixed issue 29577: New tax rates need to be created.

Three new taxes must be added to the Impuestos España dataset:
* Adquisiciones no sujetas
* Servicios prestados no sujetos con dcho deducción
* Entregas no sujetas con dcho deducción

The first two taxes have specific ids:
ID = E59823C677964B078ED7D7E652E10B86
ID = 116028A2A88F4642A4F4E4522FC0575C

Finally a new tax category must be created:
* No sujeto Bienes
