0023594: The behaviour of the "Include Accounting" checkbox of the Initial Organization setup window should change

DescriptionThe behaviour of the "Include Accounting" checkbox of the Initial Organization setup window should change.

If this checkbox is selected but no accounting file or "accounting" reference data file has been selected Openbravo should throw an error that says:

"Either an accounting file or an "accounting" reference data file must be selected if the "Include accounting" checkbox is selected"

Currently the process finishes without any warning and gives an error.
"Create reference data process failed. Create accounting flag was active, but no file was provided, and no accounting module was selected."
