Summary

0018115: In tax rate window there is one combo working bad

DescriptionIn tax rate window the "Parent Tax Rate" combo is not working correctly because you can choose the tax that you are defining like the father of this tax.
Steps To ReproduceGo to Tax Rate window.
Create one tax with Summary Level checkbox checked.Save it and go to grid view.
Select again the tax and open in form view.
Now go to "More Information" fields, exactly to "Parent Tax Rate" and click in that.
You will see that you can choose the same tax that you are editing like Parent and if you do that, the application doesn't work.

Added new validation in parent tax combo, not to show the tax you are editing
if it has been created as summary
