0016312: Tooltip when editing and creating a record says "you are editing a new record"

DescriptionThe two possible actions on a record are creating and editing. However, the tooltip is the same for both "you are editing a new record". See attach.
Steps To ReproduceOpen any record in edit or new mode and check the tooltip
Proposed SolutionWhen creating the message should be "You are creating a new record".
When editing the message should be "You are editing this record"
