0016052: account tree is wrong, when it is created in initial organization setup process

Descriptionin initial organization setup, if you load a CSV file with accounts, the tree generated is incorrect
Steps To Reproduce. General Setup || Enterprise || Initial organization setup || Initial organization setup
 . create organization with "legal with accounting", include accounting selected, and accounting file: AccountsESOpenbravo_PGCgral2007v9 (no pymes)
