0011469: Optional non web-based backend

DescriptionAlthough Openbravo is a web-based ERP, very often I'll find administrative user interface limited by inherent html behavior.
For example, I would like to have the ability to drag an obx file and drop it in the list of installed modules.
I suggest having an alternative Java based desktop app for all the administrative tasks, like Application Dictionary setup, Heartbeat and Activation, and the Module installation.
