0011448: ReportVatRegisterJR does not work on postgresql 8.3 and this report and the CreateVatRegister process have unused sql code

Description

This report conatains one query updatePageNo which is missing a to_number call so will fail on postgresql 8.3.

In addition this report and the related process contain unused sql in non-public xsql files so it can be removed.
