Changes to show RTL languages as RTL, disabled one line to keep RTL as LTR

A quick review shows these problems (see attached images):
- the navigation bar components are not shown and RTL-ed
- a horizontal scroll bar is shown in the form, it seems to shrink indefinitely also
- the edit/form icons are not shown in the grid, an extra scrollbar is shown between the icon section and the main section of the grid, the selection checkboxes do not work

In addition on the left there is a gap of about 15 pixels, and on the right a margin has to be added.
