Description	It is required that: "Import" (Importaciones) related Spanish Tax Rates are setup as both 0% tax rates and 18/16%-8/7%-4% to be used depending on the needs. For an explanation see "proposed solution" section. Right now import tax rate is a 18%, by example, but, it should be a 0% tax rate due to the fact that Import related Invoices do not have an Spanish tax rate normally but 0%
