Summary 0054984: The User Input defined for the user action Tax Check shouldn't be raised for returns

Steps To Reproduce Backoffice:
1. In the 'User Input' window, define a User Input of type 'List' and create one value in the 'Input Value' tab.
2. In the 'User Action Input' window, link the new User Input to the 'Tax Check' user action.
3. In the 'Tax Rate' window select tax rate 'Entregas IVA 21%' and in the tab 'Tax User Input Value' create a record for the value defined in step 1.

POS2:
4. Add product 'Avalanche transceiver'. There should be a popup requesting a user input, close the window without selecting a value.
5. Return the ticket and proceed to checkout -> the user input is raised again erroneously.

Steps To Reproduce 1. Define a User Input with two values.
2. Link the User Input to the 'Tax Check' user action.
3. In the 'Tax Rate' window, define the two values defined in the step 1 in the sub tab 'Tax User Input Value' for a exempt tax rate.
4. In pos2 do a ticket for a product with the exempt tax rate configured in the step 3. The user input should be raised asking for a tax type.
5. Return this ticket, the user input is raised and it shouldn't.
