Summary 0046978: Wrong setup in the tax rate Entregas a Canarias,Ceuta y Melilla (%N=>0%)

Steps To Reproduce Go to Livebuilds (pi), backoffice.
Navigate to Tax Rate window. Search by the tax rate "Entregas a Canarias,Ceuta y Melilla (%N=>0%)".

Under Tax Zone, realize that Huesca is included as Destination Region. This is not correct. That Spanish region needs to be removed from this tab.

Steps To Reproduce In livebuilds go to Business Partner window. Verify that Stephane Cluster is configured as Tax Exempt (Customer tab). Verify also that it has two locations one shipping and one invoicing but both of them in Spain, and with an Spanish region setup (Huesca and Navarra).

Go to Organization window and verify that Vall Blanca Store is also located in Spain, an it has a Region configured (Barcelona).

Go to Web POS and create a sale for this customer, select the product Avalanche Transceiver. This product belongs to the tax category "IVA Normal", therefore the sales tax selected is: Ventas Exentas (%N=>0%), with a 0% tax rate.

This is correct, because the tax rate is an exempt configured tax rate for the tax category IVA Normal, and it covers Spain - Spain country without regions.

Go back to the Openbravo Backoffice. Make sure that Delivery Modes is enabled.
Go to the Product window, and search by Avalanche Transceiver product. Configured it as Home Delivery.

Go back to Openbravo Web POS and create the same sale as before.
Realize that now the tax rate shown is: Entregas a Canarias, Ceuta y Melilla (%N=>0). See image 2.

This is not correct as this tax rate is configured to be applied if destination regions are: CEUTA,
